In Chinatown, a mentally ill homicidal homeless man bludgeoned five other homeless men by hitting them with a 15 pound fence metal pipe, killing four of them and critically injuring one as they roughly slept in front of closed storefronts in the mayor’s quote unquote safest big city in America. The victims were aged from 46 to 83.

The mass murderer wound up on the streets when his mother kicked him out for assaulting her and has 14 prior arrests, including other assaults on his fellow homeless. Despite this record of mayhem, he was able to get back on the streets when a non-profit paid his bail after he served a month in jail for his arrests of groping a woman at a homeless shelter and fare evasion after he got picked up by cops by missing his court hearings. Following these bad judgements by a careless charity group and a Brooklyn judge, the psycho killer took shelter and squatted in an abandonded house next to his mother’s house in the Bronx.

Following this massacre, Mayor Big Slow de Blasio promised to send more cops, DHS  outreach aides and some simps from his wife Chirlie’s scandalous money purging Thrive NYC mental health program to bring some help to the street dwelling city refugees. The cop The man then tried to grab the gun from the cops holster during the struggle as he yelled the suspected man was reaching for it. During the tussle, the cop held on and managed to squeeze off 5 shots in the air. Then 5 other cops that showed up to assist fired 10 shots towards them, killing the suspect and the police officer.

The NYPD’s own reports and the ones they dispensed for corporate local news stations and newspapers and mainstream blogs to cover had so many glaring inconsistencies that it was obvious a narrative was being manufactured for consent for viewers and readers. The cops involved in the tragedy even added to the confusion by claiming they were being shot at.

This is the second cop gunned down in the line of duty during an emergency call or apprehension of a criminal suspect. The first was back in February when a detective got shot hit by a fusillage of 42 bullets shot to take down an idiot robbing a cellphone store. The stupid driver and aspiring rapper lived in the same apartment building with the mother and her late child and also did contractor work at NYCHA buildings and for the city department of design and construction although he is not listed in any personnel records for those departments. Which means NYCHA and the NYC DDC hired a guy and paid him off the books. Who knows what public housing buildings or structures he worked on. Or didn’t even work on.

In Mott Haven at the 149th St/Grand Concourse Station, a man got caught by cops going throught the service gate without paying and was patted down and taken into the precinct located on the platform. While giving lame ass excuses for his farebeating, the cops lifted his shirt and exposed a gun that they weren’t even aware of as the perp continued gabbing to the desk officer.

One of the cops during this sad display of incompetence was a sergeant. But what’s even worse is that this guy made bail from his previous arrest for gun possession after he threatened to shoot a nurse at a hospital a few weeks before and he got physical with cops when they were giving a summons to a friend of his and made threats to shoot cops once he got his license to carry a gun back in June.

NYPD crime status report for the month of June shows murders are down from last year but shootings went up 7%, which means that the only reason no one is dying on the streets is that the perpetrators have shitty aim. Which is evident with most of the incidents listed on this months blotter on the “Safest Big City”

Bronx

In Concourse Village, a woman was tormented by a group of 12 boys and girls on a city bus who were insulting her for wearing a hijab. When she got off the bus to get away from them, they followed her off and surrounded her, took off her hijab and beat her down to the ground two separate times, first by a group of girls then by 3 boys. They ripped her hijab and the clothes she was wearing apart and damaged her engagement ring during the lynching, and robbed her handbag which contained a stipend check of $500 and three forms of I.D.

Cops showed up after the bias attack and detained three of the bigoted brats then released them.

When the woman went to file a report at the 42nd Precinct, they dismissed her because they initially claimed there was no video available of her biased based assault and that there were no cameras around to record any footage of it so they decided not to continue the investigation, which is laughably disputable with the amount of cameras placed in this city and the NYPD’s own obsession with surveillance tech. Compounding her difficulty was that the D.A. decided not to pursue her bias attack because she couldn’t recall what her bigoted attackers looked like as she still was suffering trauma from the beating she took.

Screenshot_2019-07-15 5cffddf82500004e12dc238f jpeg (JPEG Image, 720 × 958 pixels) - Scaled (90%).png

Undeterred and not buying the NYPD’s complete bullshit, she had no choice but to get the footage herself. Despite the precinct’s lazy and dismissive claims, she got from video from cameras from two buildings showing two angles, distributed to the local news stations and now it’s under the purview of the hate crimes division and the D.A.’s office.

There are so many unsettling aspects of this incident. The first being the NYPD deliberately lied to this woman so to discourage her from seeking justice for a senseless beating that cost her over $4,000 in medical bills. The second is that the NYPD blew this off despite the rise in bias crimes in this city and country (which is being generally blamed by the comments of the President of the United States) which includes Islamophobic attacks like this one.. The third is that this happened a month before it got any media attention because of the efforts of this woman in spite of the willful listlessness of the NYPD. And finally is that with the amount of publicity given to bias crimes against the Jewish and LGBT communities even for things like graffiti and vandalism against them, that this beatdown of a Muslim woman would have warranted repeated updates by the corporate owned local news media or even national attention. Because even though Fatoumata Camara lived to tell about it and also get the evidence by herself to get justice, this is just as horrific and disgraceful as the bias driven attacks of Michael Griffiths in Howard Beach and Yusef Hawkins in Bensonhurst.

It should also be pointed out that these weren’t Islamophobes for these kids did not convey fear at all in attacking this woman. They are Islamothropes, because this conveyed hatred. Like other racist and biased mobs and incidents, it’s always about the hate.

Also in Concourse Village, a woman was caught in possession of 36 baggies of heroin and crack at her place of work at the D.A.’s office of the Bronx Criminal Courthouse when she dropped them on the floor.

The recidivist reckless driver then backed up into traffic and sped through stop signs and ditched the car he was driving. He got busted in a different fancy car when the cops pulled him over and was found not to be posessing his driver’s license. This fucking dick is one of the reasons why certain people want to shut down Rikers Island?

In the East Village, a man jumped onto a city bus and was stabbing the windshield with a knife. He probably though it was a Deceptacon (@BlissvilleCommunityLIC)

Also in the East Village at the 2nd Avenue station, a dogfish was found dead on the platform (mistakenly i.d.’d as a shark by Gothamist to bait clicks.)

He was caught by police roaming by the BQE. The man attacked two cops while shackled as they were transporting him a hospital to criminal court.

In Pleasant Plains, a man having a domestic dispute with his wife pulled out a rifle and threatened her with it, leading her to call 911. When the cops arrived, they were able to arrest him without firing a shot despite the threat he was. So it is possible to disarm an individual by calmy negotiating with an armed man (or woman). Usually, incidents like this usually result in excessive force and a wrought-out trial procedure.

In Richmond Valley, a man shot a 19-year-old man to death that he caught breaking into his house.

In New Dorp, a woman who didn’t have a license to drive sideswiped a vehicle while making a sharp turn, causing it to crash into an electrical pole, causing injuries to a fifty-year-old man and two children.

Impunity Public Service Announcement: Cellphones should not be used as wallets. Because three boys using app-hail services ripped off 33 Uber and Lyft drivers for 3 months. The start by using a ruse telling the mark that they need to use their phones because they wan’t to go somewhere else and feign like their phones weren’t working or their batteries were low. When that didn’t work they would resort to the old method of physical threats and just rob their phones outright. The thieves then withdraw money from the drivers “employer” apps and transfer them to fabricated accounts they control. Their operation is done with them together or by going solo. Their last reported theft was a digital haul of $1,500.

Think of this the next time you go to one of those shitty chains that refuse cash and when the OMNY pay system takes over mass transit in a few years. Turns out the tech dweebs are fucking wrong again.

Mayor de Blasio Makes Unprecedented N.Y.C. History By Firing His Department Of Investigation Chief Mark Peters

https://impunitycity.files.wordpress.com/2018/11/ec92e-bdbscared.jpg

New York, N.Y.

The mayor waited a while since the release of a draft letter crafted by his (technically ours) city attorneys calling for the removal of Department of Investigations head honcho Mark Peters but they finally got it. He did not even strategically wait until this holiday weekend to do it too.

But de Blasio did strategize and machinate for about a year to sack him in order to selfishly avoid the bad optics and pathetically evade suspicions for firing the historically independent top investigator of department bureaucracies. Which under this corrupt and stupid mayor have all become shambling shitshows.

These two one-time allies for liberal causes and accountability have took quite the 180 degree turn since Peters was financing de Blasio’s 2013 campaign which the mayor thanked his friend with an immediate patronage hire for the D.O.I. position. But something wicked happened in the first couple of years, de Blasio spent the majority of his mayoralty distracted with boosting his national profile, forming and running a shady PAC fundraiser in city hall, and spending time and money in burgeoning court hearings involving that illicit fundraising while Peters actually and dutifully concentrated on doing his job and noticed a tons of malfeasance and corruption going on in almost every city office, the standouts being the Administration of Childrens Services, NYCHA, Department of Education, Department of Homeless Services, Department of Buildings and even the NYPD.

Reading Mark Peters letter to City Council, the impression it gives is that de Blasio had been hoping that Peters would let all of his political discrepancies and repulsive influence peddling and pandering slide. It also shows Peters as a man who saw all this endemic crooked behavior effecting city policies and services and was probably driven nuts by the efforts by de Blasio’s minions as they undermined him whether by collusion as what led to his ouster by firing an aide over an authority and agency shakeup at the BOE; or by intimidation as Peters cites one meeting with a top brass cop flashing his piece; or by petty tribal insults as his former colleague Deputy Anthony Shorris derided Peters as an asshole and not a “real friend”.

You gotta wonder what a toll this took on Peters psyche, seeing a guy he raised money for and believed in him turn into a colossal two faced back stabbing prick as he filled his cabinet with like-minded soulless amoral sycophants and opportunists.

Well, de Blasio no longer has to worry about his former friend that he threw under the bus since he got elected and will now insert a person that will be expected to give a veneer of independence and transparency while giving fealty to Bill the whole time, so his honest grafting in City Hall will continue unabated. That way he will be able to waltz around town on occasion, jab an accusatory finger at reporters and escape from New York time to time to promote his progressive activist charades.

But it’s not all bad, despite this brief respite from the facts that incriminated Mayor de Faustio, he still has to deal with the citizens despite his concerted effort to hide from them too. Because a few months ago while Bill de Bastard was dithering like a coward to fire Peters so the optics wouldn’t look horrible (even though it still does), there was a homeless 72-year-old woman named Nathylin Flowers Adesegun that wanted to do some intrepid sleuthing of her own:

Knowing that the snowflake mayor stops at the Park Slope Y during his entire morning ritual every fucking day commuting to Park Row, Ms. Flowers Adesegun, along with housing activist group VOCAL-NY, walked up to where he was “doing yoga” sitting on the floor holding his Blackberry and kindly asked him how come there wasn’t a sufficient amount of “affordable housing” for the homeless and he told her that “he wasn’t doing this right now because he was “working out” and scurried away from her with his NYPD security guards.

Now what Nathylin exposed here wasn’t only what an reprehensible elitist scumbag and shameless liar who betrayed poor and vulnerable people like her is. It’s what she and VOCAL caught de Faustio doing, and that’s this man’s daily tax dollar profligate wasting workout routine is a ruse.

bill shaking handsbill's blackberry

Really, who does yoga in cargo shorts. Who does it while wearing running shoes, although they came in handy here to briskly walk away from a elderly woman demanding answers.

And for a physical workout that takes concentration and inner peace like yoga, he berate sNathylin for disrupting it with her distracting and inconvenient question. The big stinky shitty but is why the fuck is he holding and using his Blackberry during his “workout?”? Obviously, he is bothered and can’t won’t have a discussion with one of the 63,000 plus homeless people of your city but he can talk and text on his blackberry during it. He was actually texting while she was talking to him too.

bil touching his phonebill's blackberry infull view

Knowing the character of our Mayor here, he is still conducting government business on the sly like he did with those non-elected “agents of the city” meetings with lobbyists that worked on his 2013 campaign in City Hall in his first two years. Hell, he could still be calling them to this day. That Blackberry needs to be FOIA‘ed immediately.

bills-blackberry-infull-view1-e1542914437972.jpg

Of course this is just a amateur theory. But it still warrants an investigation. Which unfortunately, the guy that seriously devoted his energy to expose and expunge graft and the embedded kakistrocacy and cronyism in our city gov’t departments was expunged himself by his fellow Park Slope compadre.

But it wasn’t in vain, for if it wasn’t for the intrepid work of Peters we all wouldn’t be cognizant of the Rivington House deed flip, the slack responses that led to child deaths by the ACS, the criminal obfuscations at NYCHA by the executives in charge and the amoral workers covering up the dilapidation as well as their asses, and the peculiar happenings going on in the NYPD involving the shakeups at the Special Victims Unit divisions, which may be why rape has been redefined into two genres (stranger and acquaintance rape) and blaming the 25 % rise of rapes this year on the #meToo movement.

We hardly knew ya Mark. But that will surely change pretty goddamn soon. Even the NY Post and Daily News have been solid and blunt covering #MayordeFaustio. For that teflon covering on that bag of dicks is starting to crack.

And rest assured that Ms. Flowers will not be the only one holding Mayor de Faustio accountable for his brazen lies, there will be many other citizens too.

screen-shot-2018-10-09-at-9-49-31-am.jpgCareful what you wish for, or ask and you shall receive…(New York From Behind)

Following an NYPD press conference about crime rates last September, reported murders (+3%), rapes (+26%!) and grand larceny attempts (+7.6%) have gone up as other crime activity has went slightly down.

The rape stats according to the commish’s theory is that the cultural impact of the #metoo movement is leading women to report more incidents which shows that those with authority are still blaming the victim. When rape was at higher levels back in the 70’s and 80’s there was no social media or even an internet to cite but they were definitely reported and referred to when the Mayor and the Chief of Police and other NYPD high brass when they compare how wonderful the city is now compared to the Bad Old Days.

And the slight drop of crimes like robbery (-2), felony assault (-6.5%), burglary (-3%) and grand larceny (-1%), shows that the level of crime stats is holding steady.

Here are shitload of examples of them from the last month, including a bunch that will make the sugar-coated press conference in November.

Brooklyn

In Canarsie, a retired detective named Ludwig got arrested at his home by Internal Affairs for fulfilling his life-long dream directing a prostitution and gambling ring with his wife and two daughters along with 3 detectives, two sergeants and two cops from precincts in Corona, Sunset Park, and Hempstead, Long Island resulting from a two-year sting where the perpetrators were able to run a 2 million dollar a year industry by using the badge to thwart competitors, warn their associates of impending raids and to get courtesy massages and coitus. In case anyone is dismayed about corruption embedded in the “greatest police force in the world”, be relieved to know that these skells will still be getting their pensions.

Also in Canarsie, a drive-by shooting of a man went awry when the shooter smashed his car into an ambulance trying to get away.

In Bed-Stuy, two shootings took place an hour apart in broad daylight as a man got shot in his legs and another man got shot in the chest and died as another man with him got shot in the ass. The one who got killed was the son of an aide to the Brooklyn Borough President.

Also in Bed-Stuy, a man wearing a shirt emblazoned with a Yankee player having a shitty year held up construction employer at knifepoint and robbed him of his company’s payroll of $3,300.

Again in Bed-Stuy, a city bus driver crashed his vehicle into a building while making a right turn.

And again in Bed-Stuy, a man killed his long-time friend by stabbing him in the gut following an argument.

And again in Bed-Stuy, a man got killed on the street after he got stabbed in the neck by a man he was walking with after they had an argument.

In Marine Park, a homeless man torched a fleet of  135 cars on two floors in the parking garage in the Kings Plaza shopping mall causing a 7-alarm fire and waltzed out walking in the lot with matches in hand. 18 firefighters and 3 citizens got injured by the blaze.

The arsonist persistently slept in the garage and claimed that he started the fire because people were having sex in the vehicles and it disturbed and offended him. The loon should have dialed 311 or taken it up with consumer affairs.

In Midwood, a man who got arrested after he assaulted a worker at a gas station attempted to provoke a police officer by calling her the same vulgar racial epithet 50 times over and over again.

Also in Midwood, a drunk man who called 911 on himself suddenly attacked and repeatedly slugged a paramedic who was treating him in the ambulance.

Sarah. on Twitter Hello MTA and NYCTSubway ...your ceilings are falling on people again.…(sarah c)

And again in Downtown Brooklyn at the Atlantic Ave/Barclays Center Station, the ceiling collapsed and shitted plaster and concrete all over the platform as an elevator at the station is constantly out of service. The bankster sponsored arena since it’s opening  as contributed absolutely zero to maintain the infrastructure of the station and is negligent of the elevator that they shoddily built after a ludicrous deal with the state where Barflays spent 76 million to keep the station “functioning” without the responsibility for it’s upkeep.

And again in Downtown Brooklyn at the Bergen St. Station, an 18-year-old man ran into the tunnel as he was being chased by cops and got killed when he got hit by a train at the dilapidated Barclays Station.

When the van driver asked for insurance, the man refused and was joined by another man who pulled out a gun and demanded $40 cash up front. As they held him at gunpoint in the other man’s car they forced the worker to call his boss and demanded a ransom of $700. The crooks then drove into Manhattan in the Upper West Side to a bank to withdraw money but were stopped by the cops waiting there for them, leading them to speed off but wound up crashing into a building and got caught and arrested after trying to flee by climbing a fire escape.

In Prospect-Lefferts Gardens, a man got shot in his junk after a fight broke out on a street corner.

Again in Brownsville, a man died after crashing his motorcycle into a mini-van while making a u-turn, leading to all it’s passengers getting seriously injured.

And again in Brownsville, an off-duty cop got robbed of his vehicle and his government issued gun inside by a hooker when he went to an ATM to pay her for her service. The jackass left his keys in the ignition with the motor running, a bad habit of most cops while on patrol despite laws against idling for three minutes for citizens. Turns out the reason the prostitute stole his shit was because the guy owed her $2,000 for prior coitus with her.

And again in Brownsville, a man hung a garbage bagged wrapped object resembling a corpse from his window to celebrate Halloween. Neighbors objected by telling them it’s a symbol of lynching even though there is a white hand sticking out.

That’s really heavy, this comes off like a modern day version of the notorious Orphans gang.

In Greenpoint, another reputed hipster neighborhood also known for it’s safety, a woman walking home alone from a bar got jumped from behind by a man who pushed her against a wall then who her down to the pavement and sexually assaulted her after she kicked him in his nuts. Another result of Mayor Big Slow and your city’s tardiness and unpreparedness which will embed a stench on that block for 3 years if your city doesn’t relocate them.

Weeks earlier at College Point, that same bodack ultraviolent superstar rapper instigated a fight at a strip club when she ordered her entourage to throw bottles, chairs and a hookah at two bartenders just weeks before her high heel shoe joust with her rival mc at the fashion show. This woman, who left the 109th Pct. in Flushing guffawing like a moron after she faced charges, is a representative of a putrid gilded age going on in NYC being enabled by celebrity fan worship by the youth of today and the doting starfucking electeds that let these “talents” cause havoc with impunity because of the city’s economic dependence on frivolus spending and celebrity lifestyles and the night scene.

This is yet another incident of cops using fatal excessive force to handle mentally ill people and also peculiar machinations to cover it up. In Riverdale, a man lost control of his car after he sideswiped a vehicle driven by an elderly person and smashed into another car killing it’s driver, then he tried to flee through a cemetery along with his passengers.

In Fordham Manor, a 12-year-old girl was stalked by a man taking photos of her behind then he ran up to her and grabbed it.

In Fordham Heights, a raid on apartment building uncovered a heroin and fentanyl drug ring inside a studio apartment run by the superintendent and two of his associates.

Heroin overdose fatalities continue to rise in NYC, as 1,487 succumbed to their addictions last year and a rise of 30% more from the 2015 tabulation of 942 deaths.

In Kingsbridge Heights, two men broke into a supermarket and cracked the safe in the office. After loading the $10,000 they stole in shopping bags and were wiping their prints off with a spray bottle, one of the morons taps his partner, removes his mask and points at the security camera.

In West Farms, a FDNY fire truck crashed into a car, injuring the five people inside.

Also in West Farms, a man mugged another man of his cellphone.

On the Cross Bronx Expressway, a group of homeless people are perilously roaming on the roads and the onramps panhandling between cars passing by and have made encampments under the overpasses. Your city. Your nation. New depression.

Staten Island

In Huguenot, a woman finishing crossing the street got plowed by a car as she was a step from the sidewalk. The shit-for-brains driver then backed up in full speed and got away, almost hitting two men in his cowardly escape.

In Annedale, a man punched another man in a bar in an act of chivalry to defend a woman who told him she didn’t need his help.

In Marines Harbor, a driver lost control of his tractor trailer carrying stacks of metal studs crashed into three houses.

In Cottage Place, cops showing up to respond to 911 domestic violence call but neglecting to speak with his girlfriend who was the alleged assault victim,  busted into an apartment and one of the cops excessive force on a 4’8″ 19-year-old man by shooting him with a taser even though his hands were already behind his back and suffers from multiple physical afflictions. The man was eventually released on his own recognizance after that ordeal.

In New Dorp, a 63-year-old woman coming from the supermarket and walking with her groceries was randomly attacked from behind when a man grabbed her and threw her to the pavement, stomped on her twice and dragged her on the sidewalk like a caveman. The man was mentally ill and homeless with dozens of prior arrests and the woman is in critical condition with a brain hemmorhage. That borough could use a local jail but for some reason it’s not on the Rikers Shutdown plan.

Also in New Dorp, three men charged into a spa and tied up a worker and robbed the place of a DVR system, $2700 and her cellphone.

In West Brighton, two men tried to jack a guy sitting in his car by holding a gun to his neck, which led to bullets being discharged as the guy fought back, leaving him wounded in the leg.

In Port Richmond, a 71-year-old man got his leg severed after he got in a hit-and-run by someone driving a tractor-trailer in front of a high school.

In Stapleton, a man got shot in the foot following an argument with his shooter.

In Eltingville, a woman hit a man has she backed up her car in a strip mall parking lot then drove away.

In Arden Heights, a man went ballistic at a supermarket after an argument with a cashier as he rammed a shopping cart at the front doors and threw another one at a worker in the parking lot.

In Tompkinsville, a man lured a 13-year-old girl to his apartment and had coitus with her.

In Randall Manor, a teenage girl that boarded a city bus got her arm stuck in the door as she was waving goodbye to her friends when the driver shut it. The sadistic driver then stepped on the gas while her arm was still sticking outside and was psychotically laughing while ignoring the shocked verbal reactions of the passengers on board. The driver released the door when all of the passengers whipped out their phones to film her.

The MTA Fucks Itself: Slow Train Comin’ And Goin’ And Stopping Short

030This is what it said when entering the Queens Lefferts Blvd destination A train on 14th Street in Manhattan. Fuck the MTA.

It’s been almost a year since this digital publication decreed the MTA as the worst fucking transit system in the universe, which to no surprise to me is the most read post in the existence of Impunity City. Your city and mine. Since then, there has been a multitude of articles by professional journalists actually confirming my vulgar opinion. But none as deftly infuriating as the most recent piece by the now full time digital Village Voice. It ultimately turns out that the rationale for the perpetual shit service of the transit system is because of the actual modernization of the signal system leading to a policy of running the trains at a slower speed which was discovered in a three year old study by an intern at Columbia University that the MTA, in their hapless way, tried to throw it in the memory hole. (The only bright side of this is that this study probably didn’t cost taxpayers a dime).

The Village Voice: The Trains Are Slower Because They Slowed the Trains Down

The root cause of the subway system’s decay, it turns out, isn’t budget cuts or overcrowding — rather, the collapse of the subway system appears to have been primarily self-inflicted by the authority itself, in response to a single accident two decades ago that set the transit system on a path to disaster.

But there is one type of delay that’s gotten exponentially worse during that time: a catchall category blandly titled “insufficient capacity, excess dwell, unknown,” which captures every delay without an obvious cause. From January 2012 to December 2017, these delays increased by a whopping 1,190 percent — from 105 per weekday to 1,355. In December, one out of every six trains run across the entire system experienced such a delay. The increase has been steady and uninterrupted over the past six years.

In 1995, a Manhattan-bound J train crossing the Williamsburg Bridge rear-ended an M train that was stopped on the bridge, killing the J train operator and injuring more than fifty passengers. The National Transportation and Safety Board investigation placed most of the blame on the J train operator, who the NTSB suspected had been asleep. But the NTSB also identified potential issues with the signal system that contributed to the accident, which it found didn’t guarantee train operators enough time to apply the emergency brakes even when awake.

“They slowed the trains down after the Williamsburg Bridge crash,” a veteran train operator who asked not to be identified told the Village Voice. “The MTA said the train was going too fast for the signal system.” As a result, the MTA, quite literally, slowed all the trains down, issuing a bulletin informing employees in April 1996 that their propulsion systems would be modified so they could achieve a maximum speed of 40 miles per hour, down from the previous high of 50 to 55 miles per hour on a flat grade.

But the MTA didn’t stop there, internal documents show. One of the NTSB’s safety recommendations was to set speed limits. As a result, the MTA began a still-ongoing process of changing the way many signals work to meet modern safety standards. Previously, trains would encounter green lights if the track ahead was clear; if not, a red light would trip the train’s brakes if it tried to cross that section of track, stopping it a safe distance from the train ahead. (Restarting the train after it is tripped can take anywhere from one to ten minutes, and the incident gets noted in the operator’s performance file, according to MTA sources.) Under the new program, generally referred to as signal modifications, the brakes would be tripped based not only on whether the track ahead was vacant, but also on the train’s speed.

NYCT’s estimates were so off in part because they didn’t account for a human element. The most problematic of the newly modified signals were “one-shot timers,” so called because the operator has only one chance to meet the posted speed limit. One-shot timers are easier and cheaper to install, say MTA sources; the more “shots” the operators have to get under the required speed, the more timing mechanisms have to be installed across a longer portion of track. (An MTA spokesperson disputed this, characterizing the decision to install one- or two-shot timers as safety-related.) But the consequences of going over the speed limit are high — the train is stopped, and the operator gets penalized — so many operators now opt to go well below the posted speed limit just to be on the safe side.

So because of a train wreck on the bridge, the trains have been pussyfooting across the rails for the past two decades, extending platform wait times and commutes. And this exposes the dirty little secret of the daily refrain during the daily sojourns of commuters “train is delayed because of red signal ahead”. It also explains why the commute the day after this Voice article came out that the trains were moving sloooowwer than usual.

Now with the city’s population explosion from all the tower development and rampant tourism growing every year, in addition to the reprehensible etiquette of commuters lethargically boarding and exiting trains while gazing at their phones, the frightening overcrowded platforms especially by major transfer hubs where commuters have to wait on the stairs, it has made this fubar transit system slower and slower. Which must be throwing those new countdown clocks and jumbo touch screen schedules off kilter.

This is ultimately an existential and irremediable disaster. But my prophecy is becoming possible because of the feud nobody likes of the two top officials nobody likes, Mayor de Blasio and Governor Andy Cuomo. de Blasio refuses to pony up half of the money for the $830 million action plan (which the Voice points out won’t help much, but it’s a start since it’ll supposedly fund overtime work) and at the last MTA board meeting in a stroke of funding blowback, Mario’s son decided to allocate 1 billion dollars for renovations and modernizations at 6 stations. So instead of signal modernization. track repairs and train maintenance, expect more art on the walls to ignore or pricey novelty take-out eateries on the mezzanines.

This retarded targeted spending comes on the heels of the NY Times expose of the MTA’s expensive moronic contracting, worker redundancies at work sites, and the transit union’s abuse of overtime hours. And with the recent revelations of the new crop of hired operators and conductors had insufficient training, it makes the MTA’s decision to run trains at a slugs pace for safety reasons utterly without merit. It should be worrisome how quick their reactions are when they confront those sudden switches from those pesky “one stop timers” which explain why lately the trains are always stopping short in the tunnels and arriving at the stations.

(On the subject of lacking merit for safety, at a train yard in East New York, four workers have filed suit against the MTA refusing to place flags on tracks to warn arriving trains of their presence on the rails and withheld their pay and denied them work hours the more they continued to address the hazards in their surroundings.)

But the necessity to worry should take hold for the MTA under the new leader Andy Byford, who is very cognizant of the inefficiencies causing commuters to lose money every day. He has ordered office workers to get out of their cubicle pens and head underground donning orange vests to assist and mollify commuters to make their terrible train rides easier, making them basically yoeman subway escorts as they through no fault of their own disregard their actual responsibilities to make the MTA operate. Get this, they called this the Subway Action Plan, just like the continuing dormant joint city and state plan that is currently languishing in civic purgatory.

And that’s not all that twit directing the worst fucking transit system of the universe just did, they took another dump on the bureaucratic shitshow by inventing a new executive job called Chief Customer Officer and hired some chick from a marketing firm who the MTA contracted for consulting services last year. Apparently, according to the press release, the CCO’s focus is to not alleviate the constant delays that is effecting the customers salaries every goddamn day, but to get workers to be more customer friendly (holy shit, just like what was mentioned right above this paragraph!) and get rid of “transit jargon” which you would think would be the same verbal pablum excuse for every damn delay but it’s actually the workers euphemisms and abbreviations for the technical problems plaguing the system. Which is actually a workplace order and nothing familiar to what the populace are paying $2.75 for every fucking day.

This woman is getting paid $200,000 for doing what Byford calls in his own native Britain euphemistic terms, doing away with redundancies like token booth clerks and putting them on “the field” to help commuters. Which is bloody ironic and hysterical since the idea was already in place, making the Chief Customer Officer position fucking redundant itself!

It can’t be any more transparent that the MTA is more concerned with spinning the optical quality of the transit service than actually running it efficiently.

All this fucking nonsense, squabbling, machinating, marketing and incompetence as the MTA’s debt is now at fucking $38.6 billion dollars.

Fuck the MTA. Nah, it’s already fucked.

Update:

At a MTA committee board hearing the other day, an official, Stephen Plochochi audaciously revealed that the transit agency recently extended the contracts of corrupted firms that have settled billion dollar suits involving bribery in three nations, the U.S. Army and for half-assed work at a nuclear power plant. They are tasked with upgrading the antiquated and jiggered for slow service for the last 20 years signal system and the renovation of the Cortlandt St. station by the New World Trade Center.

How is the new Chief Customer Officer going to spin this craven bullshit of wanton stupidity and enabling to the commuting public.

Quoted VP Stephen, who clearly doesn’t give a fuck:

“New York City Transit and the MTA as a whole for many, many, many years — for the 30 years that I’ve been here and for many before that — have looked at this as a rehabilitative organization,”

Except when it obviously comes to rehabilitating the essential infrastructure of the subway and the fleet of train cars. Fuck no, it’s to rehabilitate recidivist criminal contractors who are so corrupted and moneyed that they can still thrive and get rewarded for their unethical standards and tactics.

Plochochi said the MTA has a “robust program” for overseeing contractors that includes assigning monitors to ensure “good ethics and compliance” by companies with checkered pasts.

Yes, these firms will be good little boys and girls now that they got another billions of dollars which will surely go to its targeted and intended purpose, even with the MTA’s and the state’s sordid past and present for unchecked wasteful spending and obvious lousy vetting. Actually, the latter is clearly intentional and standard executive-driven procedure at the fucking worst and robustly unprofessional transit system in the universe. Fuck Plochochi, Fuck Byford and fuck the MTA.

The Blue Wall Of Insouciance: Police Captain Exposes NYPD Crime Reclassification Malfeasance

https://i0.wp.com/www1.nyc.gov/assets/home/images/press_release/2016/February/pr199-16.jpgLiars with statistics. They like what they prefer to see.

NY Daily News: NYPD captain claims some cops are fudging crime stats to advance their careers, igniting police investigation

Police brass are investigating claims by a veteran captain who alleges that some NYPD commanders are misclassifying felonies to hold down crime statistics in a bid to further their careers.

Capt. Marash Vucinaj has gathered 156 cases over the past two years from multiple commands that he contends show a pattern of downgrading some felony-level crimes to misdemeanors. The crimes include thefts and attempted thefts, assaults and assaults on cops. He does not claim the manipulation extends to murders and rapes.

The purpose, he said, is to shift crimes out of the all-important index crime category — made up of murder, rape, robbery, assault, burglary, grand larceny and auto theft.

Among the methods he claims he has seen:

  • Classifying incidents where cops are injured by suspects as resisting arrest, rather than assault.
  • Classifying grand larcenies as lost property and ignoring details that suggest a crime took place.
  • Classifying incidents where someone purposefully shot at someone but missed as “investigate shots fired,” reckless endangerment or criminal mischief.
  • Classifying incidents where a would-be thief slipped his hand into someone’s pocket or bag as misdemeanor “jostling” rather than attempted grand larceny.
  • Compressing several crimes with separate victims into one complaint report.
  • Failing to record crimes in the city handled by other law enforcement agencies.

High-ranking police officials sharply disputed Vucinaj’s claims of any widespread downgrading of crime. “I take serious offense at these allegations that crime reports aren’t taken right because cops shed their blood for these crime reports,” said Dermot Shea, the chief of crime control strategies.

“It goes against everything we’re trying to do to deploy our resources. We need those crime reports to deploy appropriately.”

A few days after touting and actually celebrating the record low murder rate (just 290 dead, a murder every 36 hours, hooray!), our NYPD of this/your city is under new scrutiny for downgrading the severity of crime statistics.

The creativity behind this according to Captain Vucinaj is disturbingly and conspiratorially widespread, showing an insidious sophistication that resembles the craft and skill sets of the biggest public relations firms. For example, Mayor de Faustio’s buddies in Berlin/Rosen.

Captain Vucinaj’s study revealed drawn down and peculiar reclassifying. Like shootings, targeted and crossfire, being filed as criminal mischief, basically associating sporadic gunfire with throwing eggs or toilet paper on Halloween. Shootings also qualified under the redundantly described reckless endangerment. The severity of such lethal activity got conveniently and literally lessened as long as the shots don’t hit or kill anybody.

Like how four people were held up at knife point and robbed and how three women had their wallets lifted and both were filed as one robbery because it was committed by one suspect.

Speaking of lifting wallets and also cellphones, the latter seeing a great increase because of it’s ubiquity and exposure, crime reports fell under the term “jostling” if the victims happened to robbed while asleep, bumped into and even with the perp just putting his hand in a purse or pocket, or classified as lost property instead of the standard, serious and accurate charge of grand larceny. Because your cherish personal belongings aren’t that essential you materialists, especially those fancy phones containing all your vital personal data and information.

The standout and most egregious of criminal activity is the diminishing of resisting arrest. What was previously classified as felony assault resulting from injuries caused during struggles was marked down to misdemeanor assault according to Capt. Vucinaj’s probe while working in the Transit Division. A remarkable amount of over 2,200 incidents out of over 3.500 involved a cop getting injured during an arrest with a rambunctious suspect in the span of 6 months.

Why that outstanding statistic is not revealed is not disturbing enough. But it makes a shitload of sense of why perpetrators are emboldened to go down with a fight before getting cuffed.

Similar altercations have happened in the last few months when a chump knocked over a cop after he was stopped jumping the turnstile when his train arrived, and a mentally ill man engaged in a struggle with two cops on a platform, causing one of the cops to fall down the stairs trying to apprehend him as he fled.

What’s perplexing is that these machinations are being ordered by the top brass of the precincts.More perplexing is that cops react with fervor and fury when a colleague gets shot or injured and this is going to encourage, as it has already, more skells to battle with cops and resist arrest. And it puts the cops on the street in more precarious and dangerous positions and situations, it may lead to more excessive use of force or another senseless, preventable and ultimately galvanizing fatality. The chiefs overseeing these crime spins are putting the lives of citizens and cops at more risk.

As with the standard procedure for investigating crime patterns, these markdowns gain more validation and credulity considering Deputy Inspector Peter Rose, recently promoted from captain from his precinct in Greenpoint. The same Inspector Rose who marginalized/reclassified the meaning of rape by stating that being raped by someone you know or dated is not as serious as being raped by a stranger (you can always depend on the kindness and aggressive sexual advances of those familiar with you, to misquote Tennessee Williams). Nearby in Bushwick, a woman had tremendous difficulty shaking off a stalker because the precinct she reported to kept giving her conflicting advice to avoid writing up her experience and told her flat out that she was wasting her time. An almost exact treatment by two precincts was given to a woman who was assaulted on the train because of the fact that the attack occurred when the train was moving as officers gave her conflicting excuses of where to file a complaint.

As with all great stories of the process of law enforcement and justice, there has to be a motive behind this. Maybe an ulterior motive. And it could only be, albeit cynically, is to make the neighborhoods virtually safe for habitation for market rate renting and home and condo ownership. As recent reports show a herculean percentage of whites moving into neighborhoods were crime was rampant in the bad old decades of the 70’s and 80’s like in Bed-Stuy, Crown Heights and Bushwick. And with the recent hyper-development in the South Bronx, Jamaica, Queens and the MIH zoning development being pushed by the city in East New York and East Harlem it is sure to get virtually safer there soon too.

It sure looks like the overlords of real estate are defining the charges, because all those nasty murders and muggings will make moneyed individuals think twice about living in these new posh burghs.

And these methods and stats seem to be in sync with sociopolitical and city planning interest from elected officials and those gadabouts in development and real estate for the  (quasi-)imminent closing of Rikers Island.

Captain Vucinaj should be highly commended for his due diligence for this irresponsible white washing and fudging of the stats, and the distressing fact that Compstat, like all technology, is not, never was and never will be infallible and can be easily taken advantaged of by the minds and hands of conniving humans. And since the persecution and casting out of Detective Frank Serpico, Captain Vucinaj has unfortunately become just another victim of the perpetual Blue Wall Of Silence and the sad, maddening culture of unquestioned exclusivity and fraternity of the NYPD.

Privately, police sources said, Vucinaj is known as a stickler for the rules and is not well-liked. “Cops don’t like him, his peers don’t like him, and no one wants to work with him,” one police source said. “Look at how frequently he’s been transferred.”Vucinaj, 45, has 24 years on the job and is the highest-ranking active-duty officer ever to publicly make such claims. A captain since 2009, he has been in 10 commands in the Bronx, Queens and Brooklyn. From 2004 to 2007, he was assigned to Interpol in Lyon, France, by then-Police Commissioner Raymond Kelly. He also commanded the special frauds squad and was twice selected to help write promotional exams. He has never been formally disciplined. For the past six months, however, he has been marooned in a do-nothing post in Transit Borough Brooklyn without an office phone, he says, as retaliation for reporting crime stat manipulation and other misconduct by commanders to Internal Affairs and the Quality Assurance Division — the unit that audits NYPD crime stats. All too often, the NYPD retaliates rather than investigates when officers report internal misconduct, and that sure looks like what’s happening here,” said Christopher Dunn, associate legal director of the New York Civil Liberties Union.“Instead of going after Captain Vucinaj, the department should be getting to the bottom of his reports, which come from a high-level official and raise serious concerns about downgrading and other wrongdoing.”The last time chicanery like this was going on was when it was exposed by a regular cop, Adrian Schoolcraft,  who also exposed endemic corruption involving ticket and arrest quotas, and the reclassifying and lessening serious charges of those arrests, arbitrary and retaliatory orders and assignments, the unconstitutional usage of stop question-and frisk and disregarding citizens complaints of vagrant and criminal activity. For doing his duty to protect and serve the public and not the culture of corruption fostered and enabled by precinct command and control, he was taken from his apartment by his fellow officers in the Emergency Services Unit and had him thrown into a psych ward at Jamaica Hospital in an attempt to get him institutionalized. That idiotic CIA-style rendition mission cost the city $600,000.This time it’s a decorated Captain and a city being run by an inveterate liar mayor. Although fortunately for Captain Vucinaj, he is protected by his high brass rank.As with all great stories of the process of law enforcement and justice, there has to be a motive behind this. This isn’t standard procedure, this is a conspiracy. It’s like there is new blue wall being built next to one of silence. A bigger blue wall of insouciance.

Governor And Aspiring President Andrew Cuomo’s Sneaky Political Patronage Hires Gets F.B.I. Attention

https://workerslawwatch.gelmanmedia.com/wp-content/uploads/sites/4/2017/04/sad_cuomo.jpgThe governor of New York, expressing victimization from his latest visit from the feds.

Albany, N.Y.

Looks like Mario’s son Andy Cuomo is having another ethics debacle and again abusing his position giving to him by the voters who entrusted him with it.

The Times Union: FBI probing Cuomo office’s hiring practices

The FBI is investigating the Cuomo administration’s practice of hiring employees to work in the governor’s office while actually paying them through various state agencies and public authorities, the Times Union has learned.

Hiring pricey political appointees to work for the Executive Chamber — but paying them through other entities — has allowed Cuomo and prior governors to increase the size of their staffs while escaping criticism for inflating the Executive Chamber budget.

One type of evidence being explored by the FBI, sources said, are the written notifications that are sent by agencies or authorities to the governor’s office informing them of a new hire.

An analysis by the Times Union a year ago found that more than 40 percent of the Executive Chamber staff was actually on the payroll of public authorities or agencies. At the time, 89 of 209 Executive Chamber employees were on agency or authority budget lines.

That trend accelerated when Cuomo announced 27 new hires or promotions last March. All but a handful went to Executive Chamber jobs, but the Executive Chamber was actually paying just five of those people.

Many of the well-paid new political appointees announced in March were veterans of the Obama administration or Hillary Clinton’s unsuccessful presidential campaign that needed new employment. The moves also sparked further speculation about Cuomo gearing up for a 2020 presidential run.

Under Cuomo, in some instances the positions held by Executive Chamber officials have had a correlation with the entity paying them. In other instances there seems have been little link between the work being done and an employee’s source of income.

Take well-paid Cuomo speechwriters, Tom Topousis and Jamie Malanowski. Although paid to pen speeches for the governor, Topousis was hired in 2015 at a $125,000 salary as a “special assistant” at the Office of Children and Family Services, a child protective services agency.

Malanowski’s $120,000 salary, meanwhile, has been paid by the Affordable Housing Corp., a quasi-governmental agency that helps subsidize affordable housing projects.

One of the March hires announced by Cuomo was Joel Wertheimer, who in his prior job in the Obama White House was coordinating and reviewing briefing materials sent to the president.

In his new post as staff secretary for Cuomo, Wertheimer was hired at a $120,000 salary on the budget of the Office of Alcoholism and Substance Abuse Services, an agency which helps people recover from addiction. He left the Cuomo administration in September, seven months after being hired, payroll records show.

In March, Cuomo also announced the hiring of Robert Gibbon, a former state Republican Senate staffer and an attorney. He was retained as assistant counsel to the governor for transportation at a salary of $105,000.

Yet Gibbon was hired for a budget slot on the payroll of the Justice Center, an agency meant to investigate allegations of abuse and neglect at homes for the disabled. After the Times Union inquired about Gibbon’s status, a Cuomo spokesman said he would be moved to the payroll of the quasi-governmental Thruway Authority.

These hires from the wracked DNC forms quite the cabal. Mario’s son again proves adept at spreading tax dollars like it’s coming out of his ass like diarrhea on patronage hires. How these generously well overpaid officials qualified for these positions absolutely don’t matter to a man with such lofty goals beyond his horrendous two terms as governor.

Nothing strange or unusual considering where these dubiously talented folk came from considering how much campaign money was accrued and spent by the partisan political organization. In fact lots of it by Figurehead Obama in his 2012 campaign virtually bankrupted it with the over-staffing of all this primo talent and candidate Manifest Hillary 2016 campaign ethically bankrupted it according to Donna Brazille and Wikileaks.

It’s an absolute certainty that the positions and the policies they are tasked with as not resulted in any proactive or positive gains or progress at all when it comes to services the constituency relies on. Like transit, transportation and housing. Even a basic thing to keep governing functioning honestly and efficiently like ethics. For these appointees seem more distracted with primping the Prince Andy for the high office than with the conditions of the roads, the subways, schools, elderly care and stemming the crises of cost of living and rental affordability, child abuse, homelessness and heroin and fentanyl addiction. The only thing these hacks specialize in is boosting their clients hollow profiles and watered-downed disingenuous promises and policies. No need to wonder why these problems still exist and persist.

As for ethics, these career politicos said fuck all to that certainly when they started their careers in government service. For it’s has always been about survival of the fittest, and have found a nice safe place from the man who betrayed his promise to stifle in house corruption and abolished the Moreland Commission when it was found to be in his palatial office.

All this falls in direct line with his atypical lousy judgement when it’s comes his choices of funding programs and of course the people he’s willing to associate with, like his honorary brother Joe Percoco, just recently busted taking bribes from a developer and hooking up his son with a plum job:

The Cuomo hiring practice is also a sidebar to the January corruption trial of former top Cuomo aide Joe Percoco and three others.

The Manhattan U.S. Attorney’s office alleges Percoco accepted bribes from Syracuse developer Steven F. Aiello, a co-defendant in the upcoming trial. One government favor done in exchange for bribes, according to prosecutors, was Percoco facilitating a $5,000 raise for Aiello’s son in a new job in Cuomo’s office in 2015.

The son, Steven L. Aiello, was actually paid his $62,000 salary through the Division of Military and Naval Affairs, which manages New York’s military forces, records show. He has since left the administration.

Clear to see a pattern there. But with Mario’s son’s unquenchable appetite for more loftier heights and stupidly distracted with it that he let his shithead friend engage in nepotism hiring, he recklessly went into overkill with his executive office hires, leading to this FBI investigation.

And Andy is clearly feeling the heat up his ass as he’s in snowflake victimization mode.

NY Post

Team Cuomo called the Times Union’s report “absurd” and said the practice has been going on for decades.

“‎The agencies are all part of the same executive branch, and this administration follows the exact same lawful hiring process we inherited from previous administrations stretching back decades. If there are questions about it, call George Pataki,” said Cuomo spokesman Richard Azzopardi.

“In this environment, anyone can ask about anything, but the fact is the longstanding practice of detailing staff from agencies to work in the Executive Chamber dates back over 50 years to at least the Rockefeller administration and extends to the White House and the federal Department of Justice,” he said.

Or we can ask Governor Andy’s dad.

“Given that the Federal Department of Justice and the White House have a long history of utilizing this practice, perhaps the FBI can investigate them when this is charade is over.”
The paper reported that some employees do have some connection to the agencies or authorities they are paid by while in others they do not.

NY Daily News

“Have you been in Albany?” Cuomo sternly asked the reporter who asked the question. “Have you covered government? Do people who have political experience get hired by government or is it a new fact for you?”

“You have it going on in journalism,” Cuomo said. “What are you going to do different?”

Nothing like good old deflection and projecting. And the classic childish antidote of “they did so we can do it too”. With a sprinkle of the pervasive fascist trend of bashing and intimidating journalists.

The pressing thing about this for Andy is that he is the only one left from all those previous corruption cases in the last few years serving the state. Which makes him the only target or in his mind an easy scapegoat. The timing is pretty shitty considering his comfy seat in Albany is up for grabs this year, but it serves him right for having such shitty judgement in the first place.

Although it’s wishful thinking, an indictment against Andy would be sweet but it’s a long shot considering the precedence of a century of entrenched unethical political wheeling and dealing in New York. It is nice and karmic that he is feeling the same frustration and aggravation that his policy decisions have levied on his constituents, especially in the 5 boroughs, who continued to be subjected to it day after day, year after year.

Here’s hoping charges materialize, that way a new precedence can begin to get money and marketing out of politics and government. But mostly drop the bomb on this jerk’s deluded higher office ambitions.
